On the last day Hong Kong was in British possession, Inspector Lee of the Hong Kong Police Department commanded a raid on the harbor, in an attempt to track down the mysterious crime boss Juntao. But he only saw Sang, a trusted subordinate of Juntao, escape from the scene. However, Lee also succeeded in seizing many ancient Chinese cultural items that Juntao stole, and then he shared his gratitude with his superiors: Hong Kong Ambassador Solon Han and British Governor-General Thomas Griffin.
After a short stint working in Los Angeles, USA as the new Ambassador, Soo Yung, the daughter of Ambassador Han, was kidnapped by Sang the first day she went to school. The FBI immediately notified Ambassador Han. Han called Inspector Lee for assistance with the search. Due to concerns that Lee's injury or death on duty would have a negative impact, the FBI decided to take him to the Los Angeles Police Department (L.A.P.D) to keep him from the case. An arrogant and careless detective named James Carter was tricked into being selected for this mission, but Carter plans to settle the case on his own, assuming he has been given a mundane mission.
